Voice plan

Calling Codes To and From the U.S.
Anyone calling you from the States must dial 011 39 and then your ten-digit cell phone number. When you call the States from your cell phone in Italy, you must dial 001 + (area code) + number.

What Type of Cell Phone Will I Receive?
We only use Nokia GSM cell phones, because these are the strongest and easiest cells to use. The cells used are Nokia 1208, Nokia 1800 or similar entry-level Nokia handsets.

When Will I Be Given My Cell Phone Number?
The Student Cells staff will email Fall and Spring Semester students their cell phone numbers approximately two weeks prior to the housing move-in date. Unfortunately, Student Cells cannot provide summer session students with their cell phone numbers prior to their departure, due to the limited number of days between the end of the spring session and the beginning of the summer session.

Where Will I Pick Up My Cell Phone?
Cell phone pick-up procedures vary from school to school. Please contact your program provider for more information; you must bring the actual credit card or the Responsibility for Cell Phone Payment form if your parents are paying for your phone.

Which Documents Do I Need To Bring With Me To Pick Up My Cell Phone?
You will need to bring your actual credit card with you to sign the security credit card slip or the “Responsibility Form” signed by your parents

Can I Just Take My Own Cell Phone And Change The SIM Card In Italy?
Yes, if you have an unlocked tri-band phone, you can simply take out your US SIM card and replace it with the Student Cells SIM card. Please remember that only the GSM technology is used so if you have a CDMA cell, mainly used by Sprint and Verizon, please be aware that they will not work in Europe.

What If My Handset Is Blocked?
Some carriers lock your GSM phone so you are unable to use SIM cards different from their own. To use SIM cards of other carriers you must to unlock your handset. Our partner, Italy Cell Phones, can do that for you at a very reasonable rate, depending on the model of your cell. Apple I-Phones cannot be unlocked.

Would It Be Best To Purchase A cell Phone With An Italian Company?
Student Cells offers an excellent plan at discounted rates, so most program providers advise students not to spend money on purchasing a phone. Furthermore, you will pay a monthly rental fee with other carriers.

If All Incoming Calls Are Free, Does That Include Calls From The U.S. As Well As From My Classmates Or Friends In Italy?
YES. This means all incoming calls you receive, as long as you are physically in Italy, are FREE (even from the U.S.). When you leave Italy, incoming calls are not free.
Am I Able To Use The Phone All Over Europe? When a student travels in Europe during the semester and uses his/her cell phone, international roaming charges apply. We suggest that you visit roaming link before leaving Italy to check exact rates. Roaming charges to receive a call are 0.30 €/min.

Is it Possible To Use The Cell Phone For An Internet Connection While I’m In Italy?
The regular Nokia rented cells do not allow you to connect to the internet. To connect with your BlackBerry or Smartphone you must enroll in our “Data Plan”.

How Much Does It Cost To Send A Text Message?
First of all remember that in Italy all incoming text messages are free, unless you subscribe to a pay service (Horoscope, tunes for your cell, breaking news, etc). If you’re receiving messages in Italian that you didn’t order or you’re not sure are free, please contact us to remove these services.
If you’re sending a text message, while in Italy, to an Italian cell phone – the rate is 0.15 euro cents each.
If you’re sending a text message, while in Italy, to a non-Italian cell phone – the rate is 0.30 euro cents each.
This is a one-time fee per text message and there are no other fees added.
The cost of each text message is for a text of 160 digits (including spaces, commas, etc.) If a student composes a message longer than 160 digits, it will be billed in increments of 160 digits (e.g. a message of 200 digits will be charged as 2 messages - 1 message of 160 digits, and 1 message of 40 digits. So the cost is 0.15 € x 2 = 0.30 €).
Text Messaging Outside Italy - the cost is € 0.42 ea and there are no charges for the incoming text messages.

Can I Use A Calling Card On My Cell Phone?
Yes, you can use both Italian and international calling cards on your cell phone. However, remember that calling cards give you very few minutes of talk-time when used on cell phones. Also, we discourage the use of calling cards because many of them are fraudulent and the timing and rates are often misrepresented. Finally, keep in mind that if you do use a calling card, you must call the “numero verde,” or 800 numbers, in order not to be charged for the call. If you call the local Italian numbers (they generally begin with 02 - 055 – 06 and are not toll free) you are charged 0.25 € /minute - in addition to the minutes you use to make the international call.

Can I Call An 800 Number In The States?
Yes, it is possible to call an 800 number in the States from Italy but keep in mind that these numbers are toll free within the US only – if you call them from Italy you are billed for a normal call to the States.

What Does It Cost To Call The U.S. From Italy?
Calls from Italy to the US cost 0.28 €/min + the connection fee of € 0.10. Rates are calculated per minute but are billed per second (i.e. a 15 second call costs € 0.07 + 0.10 connection fee).

Am I Charged For Incoming Calls While I’m In Italy?
As long as you are physically in Italy, all incoming calls you receive are FREE to you, including calls from the United States. When you leave Italy, incoming calls are not free because roaming charges apply.

What's The Connection Fee?
The connection fee is a one-time Italian government tax of 0.10 € for each answered call. This means that if you don’t receive an answer to your call, you are not charged; if a person or an answering machine activates the call, you are charged this connection fee. This fee is not applied to text messages.

What Does It Cost To Call My Schoolmates?
Calls from within Italy to schoolmates that also have a Student Cells phone cost 0.05 €/min + the one time connection fee of 0.10 €. Rates are calculated per minute but are billed per second (i.e. a 30 second call costs 0.025 €cents + 0.10 € connection fee). If you were to call your schoolmates from outside of Italy, roaming charges apply.

Are Calls To All Countries With International Calling Code “001” Billed At .28 €/min?
The rate of 0.28 €/min applies only to the United States (including Alaska and Hawaii), and Canada.

Depending on the currency exchange rate for the day, € 0.28/minute is equivalent to approximately .39 - .42 $ per minute.

If Rates For Calls Are In € (Euro) Will I Be Billed In € Or In U.S. Dollars?
You will be charged in U.S. Dollars based on the Euro exchange rate for that day.

What Is The Student Cells Policy About Exchange Rates?
Bi-monthly billings are posted online in €, which are then converted to U.S. Dollars on the day the charge is processed. The exchange rate we use is equal to the rate published by Bank of America on their foreign currency website.

Is There A Minimum Monthly Traffic To Pay?
No, there is no minimum number of calls billed. If you do not make any calls, you will not be charged.

Parents: How Do I Check My Son’s/Daughter’s Bills?
Due to privacy laws, if your child is 18 years or older, we must receive a form signed by your son/daughter that authorizes you to access his/her personal information. This can be done one of three ways:

1 - Prior to leaving for Italy - If you will be paying for your son’s/daughter’s cell phone bills with your personal credit card, you will find the above mentioned authorization is also at the bottom of the “Responsibility For Cell Phone Payment” form on the registration page. This form must be brought to Italy and turned in when your son/daughter picks up their cell phone in Italy. Once you are authorized, you will receive an email with detailed information on how to check your son/daughter’s cell phone bills.
2 - Once in Italy - Should you decide once the semester has already begun that you would like access to your son/daughter’s account, please email italy.info@studentcells.com and we will provide your son/daughter with the authorization form in Italy for him/her to complete and sign. Once you are authorized, you will receive an email with detailed information on how to check your son/ daughter’s cell phone bills.
3 - After returning home to the USA - Please email requests to italy.info@studentcells.com and we will email your son/daughter the authorization form. Then fax the completed and signed form to 1-707-581-7340. Once you are authorized, you will receive an email with detailed information on how to check your son/daughter’s cell phone bills.

Parents: If My Daughter/Son Called Home Will The Cost Of The Call Be 0.28 € Per Minute (about .39 - .42 $/min)?
Yes, the cost of the call would be € 0.28/min. plus a connection fee of € 0.10. Remember that rates are calculated per minute but are billed per second (i.e. a 30 second call costs 0.14 € cents plus €0.10 connection fee upon answer).

Do I Sign A Contract?
Completing our registration form is the legal equivalent of signing a contract. Read the content of the contract before you accept it and continue with the registration. If you don’t agree with it, please discontinue the registration. If you process the registration and then realize that you don’t agree with the contract, please email italy.info@studentcells.com informing them of your decision to cancel the reservation.

Which Credit Card Do I Use?
We accept Visa and MasterCard (credit or debit card) ONLY. Amex is no longer accepted, as well as electronic cards, Travelex cards, Currency cards and credit cards without the cardholder’s name.

What If I Don't Have A Personal Credit Card?
If you do not have your own credit card you may use that of a parent or guardian by downloading the necessary “Responsibility Form” and bringing it signed by the cardholder when picking up your cell.

Where Do I Find The Responsibility Form?
First of all access the secure registration link by clicking on the button “Registration form” located on the left at the end of the web page. Start registering and when you get the page “Credit Card Information” if you mark NO when asked, “The Cardholder is the registrant” a button will automatically appear and you can download the “Responsibility Form”.

Are Phone Charges Applied Directly To The Credit Card Given Or Is A Bill Sent Out?
An itemized bill is posted online twice monthly. The first bill is available on the 7th-10th of the month and includes charges for calls made during the second half of the previous month. The second is available on 20th – 23rd of the month and includes charges for calls made during the first 15 days of the current month. Charges are automatically billed to your (or your parents’) credit card twice a month. The billing periods are from the 1st to the 15th of the month and from the 16th to the end of the month. Your credit card statement will reflect your cell phone bill charges as “STUDENT CELLS ITALY – NOVATO, CA.” Important! Even though you may have returned home from your study abroad program and returned your cell phone - you will still receive a bill or bills for the last billing periods. For example: If you return home on 5/19 and your credit card statement has a charge from “Student Cells Italy – Novato, CA” on 5/26 and 6/13 - these charges are for calls placed before you returned the cell and returned home. If in question - you may view online billing statements at www.studentcells.com to match bills to charges, as sometimes billing occurs later than expected. Click here for further information.

Why Am I Billed Now For Calls Made Two Months Ago?
Our cell line provider, (WIND), may have delays in supplying billing details within the normal twice monthly billing period, due to late processing of roaming charges and calls. Bills may be posted and charged up to 100 days after the normal billing period. Your detailed bill will indicate when the call was placed. If you are being billed late for a call, it means you have never yet paid for that call.

What Happens If My Credit Card Denies A Payment?
If a credit card cannot be debited due to limits, cancellations or any other reason, service will be suspended after 4 days. Service will resume once the payment is remitted and another means of billing is established.

How Do I Pay My Bill?
Bills are posted on the Student Cells website and the credit card is automatically charged at that time. Your credit card statement will reflect your cell phone bill charges as “STUDENT CELLS ITALY – NOVATO, CA.” Student Cells accepts Visa and MasterCard. American Express is no longer accepted, nor are electronic cards, Travelex cards, Currency cards and credit cards without the cardholder name.

After that- you must file a report to any Police or “Carabinieri” Station (your program Advisor will help you do this) and contact the Student Cells staff. As soon as you get your new credit card, you will be asked to sign a new credit card slip for guarantee and the old one will be destroyed. This will be done through the “Student Cells helpdesk” in Florence.

What If I Don’t Pay My Bill?
If a student's final cell phone billing at the end of a term is rejected or declined by their credit card company, the student will be placed on the "Transcript Hold List" and payment will ONLY be accepted in the form of a Cashier's Check to settle the account, and before a transcript will be released.
Outstanding balances exceeding 45 days will be referred to the Collection Service – NCCS, 3700 Montgomery Dr., Santa Rosa, CA 95405 USA, or Student Cells attorneys. In this event all further correspondence will be between the client and the designated Collection Service, and the Collection Service shall establish any fees/interest in addition to the original debt.

Do I Pay A Security Deposit?
No, you DO NOT pay a security deposit; however, you will be required to sign a credit card slip for payment guarantee, which will then be destroyed at the end of the payment history of the contract.

What If My Cell Phone Is Lost Or Stolen?

How Do I Block My Cell Phone Number If It’s Lost Or Stolen?

What If I Don't Return The Phone?
If you don't return the phone within 15 days of the return date stated on the contract without notifying the Student Cells Helpdesk in Italy at italy.info@studentcells.com it will be considered lost or stolen and a replacement fee of 100.00 € will apply. The replacement fee includes the cost of the new cell phone, the cost of a new SIM card, the processing of number blocking, file reporting and taxes. Please remember that any insurance on the cell is void after 10 days from the end of the rental period.

How Much Am I Charged For Calls Made With My Lost/Stolen Cell?
It’s not easy to answer this question since you never know who will steal your cell phone! We have seen that in a few hours directly following a theft, many international calls are made, resulting in up to 100 € per hour of charges. Please remember to report loss or theft immediately to 848-STOLEN. You are responsible for charges up to the moment you have notified us of the loss or theft.

What Is Included In The Replacement Cost Fee?
The replacement cost fee includes the cost of the new cell phone, the cost of a new SIM card, the processing of number blocking, file reporting and taxes.

When Do I Receive A New Cell As Replacement For A Lost Or Stolen One?
You will receive a replacement phone immediately upon payment of the replacement fee.

How Do I Pay For My Lost Or Stolen Cell?
The replacement fee of € 100.00 for lost/stolen cells can be paid either by charging the credit card or in cash - to the local Student Cells representative.

What If I Find My Lost Or Stolen Cell?
If you find the cell phone that you had already reported as lost or stolen, please contact the helpdesk at 055 234 5322 and arrange to return it. If you have already been charged the replacement fee, you will be reimbursed the amount of 85.00 €. The remaining 15.00 € will be kept for the replacement cost of a new SIM card.

When Do I Return The Cell Phone?
According our return policy, at the end of the academic term, students must return the cell phone in its original condition (with phone charger, SIM card and plastic bag). Missing items will be charged separately according the official price list.

Can I Return My Cell From Another City, Or When I Return Home, Or Through A Friend?

When Does The Contract Expire?
The contract is terminated when our office in Florence, Italy physically receives the cell phone. All the events that happen before that moment (lost, stolen, illegal traffic, delivery problems etc) are the responsibility of the client, including any charges incurred.

Can I Extend The Rental Period Of My Cell Phone?
Yes, you can do that but please inform our helpdesk in Florence 30 days before the end of the normal rental period about your needs by emailing italy.info@studentcells.com or by going to the Student Cells helpdesk in Florence at Corso dei Tintori 29 red.

Do I Have Insurance On My Cell Phone?
The regular plan automatically provided free with each cell phone includes insurance for proper use (see Proper Use Damage Insurance). Normal wear and tear are covered under Proper Use Damage Insurance. You are only responsible for damages due to improper use. Proper Use Damage Insurance does not cover water damage or cracked/crushed rental items.

Is More Insurance Available For My Cell Phone?
Yes. Two different optional renter’s insurance for lost/stolen/broken rented items including cell phones, SIM cards, and battery chargers is offered through our partner, Italy Cell Phones. Insurance may be purchased when signing up, added after the contract has become active or at any time by emailing italy.info@studentcells.com. The “Full” plan covers 100% of the repair/replacement cost of lost/ stolen/ broken rental items and the “Saver” plan covers 60% of the repair/replacement cost of lost/ stolen/ broken rental items and clients will be responsible for only 40% of the replacement/repair cost.

How Much Does The “Full” Insurance Cost?
Full insurance for spring and fall term costs 30 € - Summer Sessions 10 € for a four-week program and 15 € for a six week program. The minimum period of coverage is one month for 10 €. Extending weekly for Summer Session is 4 €/week. Please check full details here.

How Much Does The “Saver” Insurance Cost?
Saver insurance for spring and fall term costs 20 €; for Summer Sessions 6 € for a four week program and 9 € for a six week program. The minimum period of coverage is one month for 6 €. Extending weekly for summer Session is 3 €/week. Please check full details here.

Is The Insurance Issued By Student Cells?
No, the optional renter's insurance is offered through our partner, Italy Cell Phones. Charges for insurance coverage are billed separately from your cell bills and are processed directly by Italy Cell Phones in Florence, Italy and will appear on your credit card statement as Italy Cell Phones.

Does Insurance Cover Illegal Calls Made On My Lost/Stolen Cell?
No, you are not. The insurance is only valid for the lost/stolen hardware and it DOES NOT cover fraudulent traffic (calls) incurred after rental items are lost or stolen.

For How long Am I Covered With The Insurance?
The purchased insurance is terminated after the first “total loss” event. Renter will be required to purchase a new policy if they would like to continue coverage for the replacement item. In other words, insurance covers the life of only one piece of equipment. The insurance is void ten days after the scheduled rental period ends.

Student Cells offers an excellent plan at just 19€/ month, much cheaper than any international plan offered in the States.

Am I Able To Use My BlackBerry All Over Europe?
Using the BlackBerry© Domestic outside of Italy (in Europe) without subscribing to the BlackBerry© Travel plan may cause significant charges.
The BlackBerry© Travel plan costs just 10€ each month (or fraction of it), with an allowance of 10Mb/month and extra cap 3€/Mb. This package allows clients to use their phone as usual. Of course this plan cannot be used with Skype, but it may be used for all the other applications: Internet browsing, email, flight search, train timetable, etc. Regular cell calls are billed in the general voice plan.

When Do I Purchase A BlackBerry Travel Plan?
This service must be paid in advance for the duration of the rental, at the start of the school term.

Am I Able To Use My Smart Phone All Over Europe?
The best solution for those with a smart phone and roaming around Europe is to subscribe to the Smartphone Travel option. Student Cells offers two choices: Smartphone Travel Small and Smartphone Travel Large.

How Does The Smartphone Travel “Small” Work?
This package is for checking emails and a bit more. It is for clients who will visit an internet café to download items instead of using the smart phone. This service includes 25 Mb. usage and the cost is 10 €/month (or fraction of), extra cap 3 €/Mb.

How Does The Smartphone Travel “Large” Work?
This package allows our clients to nearly use their phone as usual. It cannot be used with Skype, but may be used for nearly everything else: Internet browsing, email, flight search, train timetable, etc. This service includes 150 Mbytes/month usage and the cost is 30 €/month (or fraction of), extra cap 3 €/Mb.

When Do I Purchase My Smart Phone Travel Plan?
This service must be paid in advance for the duration of the rental, at the beginning of the term.

What Does It Cost To Call The U.S. From Italy With The Data Plan?
Rates for normal voice calls, text messages etc, are those described in the “voice plan” and are not part of the Data Plan.

Do I Pay A Security Deposit If I Rent A Blackberry?
Yes, A refundable deposit of 280 € is due in cash only at the time of pickup.
Students will be given a receipt at that time for the deposit, and this exact amount will be refunded when returning the rented BlackBerry.

What If My Rented Blackberry Gets Lost Or Stolen?
Please beware of pickpockets who are very active in crowded places like pubs, bar, discos, buses, Laundromats, Internet cafes, etc. Don't leave your belongings or your cell unattended and NEVER lend your cell to anyone.

If your cell phone is lost or stolen, you must immediately call: 848-STOLEN and report it.

• The service is available 24/7 and there will be a one-time charge of Euro .30 for each call.
• If the 848-STOLEN number is busy or unavailable the student must continue calling until he/she reaches the operator and requests that the phone be shut off/disabled.
• During business hours only (Mon- Fri. 10:00am 6:00pm), students may also call 335-714-6311 (if calling outside Italy +39-335-714-6311) – OR - 055-234-5322 (if calling outside Italy +39-055-234-5322.

Student Cells staff will provide you with a new cell and you will be able to keep the phone number you received initially.

Important: Reporting lost/stolen cells to Police or by sending an email DOES NOT BLOCK the number and students MUST notify 848-STOLEN as soon as possible. The student is responsible for the payment of all phone charges made by third parties from the time the phone is lost or stolen until the time the rental agent is notified (see phone numbers above).

What If I Don't Return The Blackberry?
If you don't return the phone within 15 days of the return date stated on the contract without notifying the Student Cells Helpdesk in Italy at italy.info@studentcells.com you will forfeit the 280.00 euro refundable deposit.

How Much Am I Charged For Calls Made On My Lost/Stolen Blackberry?
It’s not easy to answer this question since you never know who will steal your cell phone! We have seen that in a few hours directly following a theft, many international calls are made, resulting in up to 100 Euro per hour of charges. This amount must be added to the 280.00 euro refundable deposit that will not reimbursed, since the client is responsible for all charges up to the point of notifying us that your phone is lost or stolen. Please remember to report loss or theft immediately to 848-STOLEN.

When Do I Receive A New Blackberry As Replacement For A Lost/Stolen One?
You will receive a replacement Blackberry immediately once you pay a new 280.00-euro refundable deposit.

What If I Find My Lost Or Stolen Blackberry?
If you find the Blackberry that you had already reported as lost or stolen, please contact the helpdesk at 055 234 5322 and arrange to return it. You will be reimbursed the amount of 240.00 Euro. The remaining 40.00 Euro will be kept for handling and report filing.

When Do I Return The Blackberry?
According to our return policy, at the end of the academic term students MUST return the cell phone in its original condition (with phone charger, SIM card and plastic bag).
UNLESS:
- Other arrangements have been made ahead of time - at least 30 days in advance of the normal return date.
- The student is continuing on to the next term.
In the case of damage or destruction of the Blackberry, the customer agrees to pay the repair costs or replacement costs equivalent to 280.00 euro; the refundable deposit.

• Florence (all programs): Student Cells Office, 29/r, Corso dei Tintori, Florence
• Rome, Milan, Siena, Turin: ask your Program Coordinator.

Can I Return My Cell From Another City Or When I Return Home, Or Through A Friend?
No, it’s not possible to return your rented Blackberry from a different city than the one you rented in. Having a friend return it is up to you but remember that you remain responsible until it is returned.

When Does My Contract Expire?
The contract terminates when our office in Florence, Italy (or our helpers in Rome, Milan, etc.) physically receives the Blackberry. All occurrences before that moment (lost, stolen, illegal traffic, delivery problems etc) are the responsibility of the client.

How Do I Get Back My 280.00-Euro Refundable Deposit?
When you return with the receipt you received when you paid the refundable deposit, along with the Blackberry rented handset, you will be reimbursed right away in cash, without any delay.
